Cuba plans to split the province of Havana into two provinces in an effort to make local government more efficient, the state-run news media said Tuesday. The division would cut travel distances for provincial employees, make services more accessible and add local political clout by giving each province its own capital, according to Granma, the newspaper of the Communist Party. The plan for the two provinces, to be called Mayabeque and Artemisa, requires approval by the national Parliament and appears to be part of President Raúl Castro’s drive to improve productivity, according to Granma.
