Cuban dissident urges for reform

Oswaldo Paya, an internationally known Cuban dissident, released a proposal this week to reform Cuba’s socialist system, the South Florida Sun-Sentinel reported. Paya stated that the main goals of his constitution draft were “humanity and reconciliation,” and does not advocate an end to Cuba’s social or public services, about which Paya says, “Those are things that must be maintained,” the Sun-Sentinel reported. Paya’s proposal would allow for business ownership and criticism of those in power.
