It is very questionable how the Cuban government will keep U.S. Tourists out of Havana.

Nothing but a bunch of more bureaucratic walls?

For those who were born in Cuba, will they still have to get a HE-11 visa at a cost of $199.00 USD Dollars? ( If you left the island before 1967?)
