A divided House approved legislation Thursday formally authorizing and articulating guidelines for the next phase of its impeachment inquiry, a move that signaled Democrats are on course to bring charges against President Trump later this year.

The 232-196 vote, which hewed closely to party lines, was likely to fuel the partisan fighting that has accompanied every stage of the impeachment probe and much of the Trump presidency. Nearly all Democrats backed the resolution, and House Republicans, who spent weeks clamoring for such a vote, opposed it.

The History of Genocide

Genocide is the deliberate and systematic destruction, in whole or in part, of an ethnic, racial, religious or national group. The term was coined in 1944 by Raphael Lemkin. Determining what historical events constitute a genocide and which are merely criminal or inhuman behavior is not a clear-cut matter. In nearly every case where accusations of genocide have circulated, partisans of various sides have fiercely disputed the details and interpretation of the event, often to the point of depicting wildly different versions of the facts.

Donald Trump came to the defense of Rudy Giuliani on Saturday, only a day after saying he didn’t know if the former New York mayor was still his personal attorney and as pressure continued to mount in the impeachment inquiry linked to Giuliani’s work in Ukraine.

Giuliani “may seem a little rough around the edges”, Trump tweeted, “but he is also a great guy and wonderful lawyer”.

The president did not say Giuliani was still his personal attorney. The former mayor said on Friday he was.

Giuliani is under pressure over his extra-governmental role in Trump’s attempts to pressure Ukraine to investigate Joe Biden, a potential opponent in the 2020 election, over unfounded allegations of corruption involving the former vice-president’s son.

Two Soviet-born US citizens, both associates of Giuliani, were arrested on Wednesday on suspicion of campaign finance violations, while trying to leave the US on one-way tickets.

On Friday, the New York Times reported that Giuliani himself was under federal investigation over his work on and in Ukraine.

In his letter to House leadership, the White House counsel, Pat Cipollone, drew a line in the sand: The administration will not “participate in” the impeachment proceedings in any way. The odd language of “participate in” — presidential impeachment is not meant to be a collaboration between Congress and the president — obscures the central thrust of the letter: The White House is refusing to respond to any subpoenas or other demands for information from the U.S. House.
